§ 86-135. Method of determination.

(a)

Any person owning any property which fronts on any street shall, at the time the street is improved by surfacing or paving, be assessed one-third of the cost of the improvement.

(b)

If the street runs through property of which the same person owns frontage on both sides of the street, the owner shall be assessed two-thirds of the cost of the improvement. The town shall pay the remaining one-third of the cost.
