§ 78-10. Special or bulk collection.

  • (a)

    Bulk yard waste, and other refuse will be collected by the town in accordance with the following:

    (1)

    Leaves, small trimmings, pine cones, grasses and pine straw shall be placed at the curb in suitable plastic bags for collection once per week at no charge. A limit of ten bags will be collected each scheduled day. The sanitation department may schedule collection of additional bags in accordance with the fee schedule.

    (2)

    Tree limbs, shrubbery and other large refuse that is in a consolidated pile and does not exceed five feet by five feet by three feet in size will be picked up at no charge. A consolidated pile exceeding five feet by five feet by three feet may be scheduled for collection at a one-half load charge upon request of the resident or owner and in accordance with the fee schedule.

    (3)

    Tree limbs, shrubbery and other large refuse that is in a consolidated pile of ten feet by ten feet by five feet in size may be scheduled for collection at a full load charge upon request of the resident or owner and in accordance with the fee schedule.

    (4)

    Any additional solid waste collected from any lot or premises will be picked up at a special charge for a full truck load or portion thereof as determined by the director of public works.

    (b)

    The schedule of charges for bulk solid waste collections contained in subsection (a) of this section will be waived for up to an equivalent of one full load, and such collections will be made at no charge during the week beginning with the third Monday in January of each year and in the week beginning with the first Monday in April of each year.

    (c)

    Collections of bulk solid waste will be made on a schedule as designated by the public works director. Collections of bulk solid waste for which a charge will be made will be by request of the property owner and will be scheduled according to the availability of manpower and equipment.

    (d)

    No collections shall be made from vacant lots nor shall any large rocks, tree trunks, tree stumps, tree limbs of more than six feet in length and/or six inches in diameter, white goods, large appliances, heavy furniture, or other heavy objects be collected by the town. No waste building materials or lot clearings shall be collected from houses or other structures under construction or recently completed.

    (e)

    Material to be collected by special collections shall be placed in neat piles at the curb.

    (f)

    Senior citizens, 62 years old or older, handicapped citizens, and widows shall receive one free bulk (trash) solid waste pickup per month upon their request.

    (g)

    Scrap tires, up to a maximum of four per year, may be collected from each residential and nonresidential dwelling at no charge. Tires must be removed from the rims prior to collection. Additional tires may be scheduled for collection through the director of public works subject to the fee collection schedule. Scrap tires shall not be mixed with other solid waste when deposited at the disposal facility. The burial or disposal of scrap tires not consistent with federal or state laws is prohibited and considered a violation of this section.
