§ 58-211. Purpose.

The purpose of this article is to prohibit and regulate begging or otherwise canvassing the public for contributions for the private benefit of the solicitor or any other person, as well as to ensure unimpeded pedestrian and vehicular traffic flow, to maintain and protect the well-being of the public, and to otherwise foster a harassment-free climate in public places.
