The legislature of the state has, in G.S. ch. 143, art. 21, part 6, G.S. ch. 160A,
art. 19, parts 3, 5, and 8; and of G.S. ch. 160A, art. 8, delegated to local governmental units the responsibility to adopt regulations designed
to promote the public health, safety, and general welfare.
