There is established within the administrative section of the town, as a division
thereof, an appearance commission to be known as the town appearance commission. This
commission shall consist of seven members, to be appointed by the board of commissioners
at the second regular meeting in January of each year, following the municipal elections.
The terms of office shall be two years. All members shall be residents of the town
continually throughout their appointment, and shall serve without pay.
