§ 18-81. Restrictions upon issuance.

The board of commissioners shall not issue a license to any applicant who:
(1)

Has been convicted of unlawfully selling intoxicating liquors or narcotic drugs;

(2)

Is not a resident of this state;

(3)

Is of immoral character or has been convicted of a crime of moral turpitude; or

(4)

Is an habitual user of alcoholic beverages or narcotic drugs.
